Who is Chibi-Chibi?

​

Chibi-Chibi, her name and also the only words she is able to say (unless repeating someone else), is an alternate form of Sailor Cosmos and is also referred to as Sailor Chibi-Chibi. Chibi-Chibi only appears in the last season of the anime and the last three books of the manga. She's not shown to use any attacks of her own but rather helps increase Sailor Moons powers, even though she carries a scepter.

When Sailor Galaxia sealed Chaos within her, she realized that Chaos was corrupting her and she removed her Star Seed and sent it far away. When it reached Earth, Chibi-Chibi was formed and pretended to be Usagi's sister. She was the Light of Hope and the only way the Sailor Starlights thought was for defeating Sailor Galaxia.

The death of Chibi-Chibi was quite depressing. During the final battle with Sailor Galaxia, Chibi-Chibi awakens as the Light of Hope, making Galaxia see that Chibi-Chibi was the same power she released long ago. Sailor Moon was instructed to use the Sword of Sealing to defeat Sailor Galaxia, but being who she was, Sailor Moon couldn't just drive the sword into Galaxia's stomach so instead she just defended herself. Galaxia shattered the Sword of Sealing with her own sword. It was then that Chibi-Chibi reappeared in human form and was held by a crying Sailor Moon until she faded away.

During the series, Chibi-Chibi carries a small ornate censer that releases a scent that the Sailor Starlights soon recognize as a symbol of Princess Kakyuu. They threaten Chibi-Chibi and try to take it from her, which then reveals that Kakyuu was hiding inside it from Sailor Galaxia.

 

Also it is believed by the Sailor Soldiers that Chibi-Chibi is Usagi's second daughter since she is unable to answer where she came from. However, Setsuna informs them that the Moon Kingdom line only bears one child. So it's speculated that she could even be Chibi-Usa's, but Chibi-Usa refuses to accept it, stating that she didn't feel like Chibi-Chibi was hers at all.
